Mission Statement

The Planning and Oversight Committee shall consist of a minimum of five (5) CWIB members. Committee members shall be appointed by the CWIB Chairperson and shall serve at the discretion of the Chairperson. The CWIB Chairperson shall recommend the Committee Chairperson to the CWIB for approval.

The general mission of the Planning and Oversight Committee (with the approval of the CWIB and with the agreement or cooperation, as appropriate, of the CEOs) is to perform the following functions:

 

conduct oversight of local employment and training activities authorized under section 134 and the one-stop delivery system

negotiate and reach agreement with the CEOs and the Governor on local performance measures, and to periodically assess and evaluate local performance on these measures including customer satisfaction, and coordinate with the CEOs in the establishment of fiscal and accountability management systems

Monitor the contractual subgrantee(s) for performance attainment and overall functioning of the One-Stop system.

Conduct an annual review of the system and establish a baseline measure system to determine the ongoing improvement of the services and facilities that are part of the system.

select operators and providers, including performing the following functions:

designate or certify a one-stop operator(s)

terminate one-stop operators for cause

identify eligible providers of training services

identify providers of intensive services

designate Title I adult/youth and dislocated worker program provider/managers

enter into a memorandum of understanding (MOU) between the CWIB and the one-stop partners concerning the operation of the one-stop delivery system

monitor that system and to update MOU's

identifying needs of business, job seekers, and workers

describing the one-stop delivery system

describing performance goals and performance management

describing and assessing training activities

describing the coordination process with the statewide rapid response

describing and assessing youth activities

describing the process for incorporating public comments

identifying the entity responsible for awarding grants

presenting the budgets and planned registrants

assisting the Governor in developing the statewide employment statistics system

providing for core and intensive services

coordinating with the CEOs in the provision of rapid response activities

Programs up for re-certification are the responsibility of this committee
